🏠 Homelessness & Housing

  • Created two Quality of Life Teams (QOLT) operating 7 days a week for outreach and enforcement

  • Expanded permanent supportive housing:

    • 399 units completed

    • 117 units in progress

  • Supported major projects like:

    • Legacy Square (housing for at-risk individuals)

    • Crossroads at Washington (mixed-use affordable housing)

  • Shifted approach toward long-term solutions, not just temporary relief

👉 Result: Reduction in unsheltered homelessness and stronger service coordination.

  • Increased targeted patrols in high-crime areas

  • Expanded community policing strategies

  • Achieved a $772 million development surge (2023) in permits

  • Launched Same-Day Express Permit Program:

    • Faster approvals for residents & small businesses

  • Secured $25 million in federal funding for infrastructure (rail crossing project)

  • Invested in:

    • Road repairs

    • Public transit

    • City facilities

Homelessness & Affordable Housing

Mayor Amezcua led the development of two Quality of Life Teams (QOLT)—homeless outreach units working seven days a week to make Santa Ana safer by directly engaging with the homeless population, providing assistance, and reducing street-level challenges. These teams have made a meaningful impact by reducing the number of homeless individuals living on the streets and improving public safety across the city.

HOMELESSNESS

- Expanded Quality of Life Team

- Added Officers 

- Promoted field hours

- Added wrap around services at Carnegie Shelter for mental health assistance, clothing, job preparation and more

- Obtained $400,000 for CalTrans right away clean up on fwy off ramps and train tracks

- Approved $850,000 for the City’s Defense Fund

- These monies assisted families with rent, food and utilities

- Neighborhood Association quarterly meetings

- Coffee with the Mayor along with City staff to listen and respond to the communities ideas and concerns

- Backpack Back to School Fair, over 4000 backpacks with school supplies are given out to kids

- Collaborates with food sources to give out food boxes and turkeys throughout the year and the holidays
